Almost all countries in the region integrated a form of education for human rights and democracy in their education systems, as an immediate answer to the challenges of transition and war legacy. For the past two decades Croatia has witnessed a public debate on the need of the introduction of civic education in schools. However, despite clearly articulated needs and a degree of political consensus, the integration of this content has been at best sporadic and dependant on motivation and good will of individual teachers and shools.
 
For this reason, many civil society organizations, including a number of youth organizations, have formed the Initiative for Quality Integration of Education for Human Rights and Democratic Citizenship. They have initiated an ongoing advocacy process based on the awareness that active citizenship doesn't happen on its own and that citizens should be raised. One of outcomes of this cooperation is the project "New Era of Human Rights and Democracy in Croatian Schools". It represents the answer of civil society to the need which has been present in Croatian society for many years: the need to foster knowledge and skills of young people which will help them become active and responsible citizens who participate in decision-making processes in their communities. 
 
The project was granted in the framework of the IPA 2009 "Jačanje kapaciteta organizacija civilnog društva za praćenje i zagovaranje u područjima demokratizacije, ljudskih prava, integracije manjina te održivog povratka izbjeglica u područjima od posebne državne skrbi". Its main goal is to contribute to the introduction and full integration of education for human rights and active citizenship through cooperation of civil society and public institutions.
 
Specific goals are: to strengthen advocacy capacities of civil society organizations, particularly youth organizations, and experts in the field of education for human rights, active citizenship, peace and political literacy of young people in the areas of special state concern; to create sustainable conditions for quality implementatio of education for human rights and active citizenship; to raise awareness among young people, in local communities, and among decision-makers in the education field. 
 
EXPECTED RESULTS:
 
Developed education curriculum for human rights and democratic citizenship alongside methodology for a coprehensive and systemic integration, implementation, monitoring and evaluation 
Fulfilled conditions for a full integration of the curriculum for human rights and democratic citizenship through education and expert support 
Increased public awareness and institutional recognition of education for human rights and democratic citizenship
Strengthened capacities of civil society organizations for creation and implementation of non-formal education programmes
 
PROJECT ACTIVITIES
 
Besides developing an experimental curriculum for civic education, strengthening (future) teachers through training, evaluating the implementation of the curriculum which will yield valuable recommendations for future implementation of civic education, and the media campaign which will involve many youth organizations and students' councils, the project offers numerous opportunities for networking of civil society organizations. This will open doors for their ever more active involvement in the promotion of civic education and connecting schools and local communities. This will be especially evident in the creation of the catalogue of non-formal education programmes which will be a useful tool for teachers for enriching classes of civic education and a space for students' affirmation through activism and volunteering.
 
Additionally, the project will organize a number of public discussions and conferences which will bring together different stakeholders in the process of the introduction of civic education into schools. The public events will be organized in order to raise awareness and the level of institutional recognition of education for human rights and democratic citizenship and the need for its introduction in higher education.  
 
The project will encompass a special programme for youth leaders - Youth Studies. This is a special non-formal education programme which offers study sessions and practical assignments. Topics for 2012/2013 Youth Studies will be Participation of Young people and Civic Activism and Education.
