Public consultation on the draft of Act on Amendments to the Act on Youth Advisory Boards


Croatian Youth Network participated in public consultation on the draft of Act on Amendments to the Act on Youth Advisory Boards, which was organized in Zagreb by the Ministry of Social Policy and Youth, in early February. During December, MSPY has organized similar consultations in Rijeka, Split and Osijek, aiming to gather information, opinions and suggestions of the public, especially youth, regarding the amendments of the Act. Since its adoption in 2007, Act on Youth Advisory Boards was hampered by problems in implementation, forcing the MSPY to begin process of its amendments. So public consultation held in Zagreb gathered representatives of civil society organizations, particularly youth organizations, members of the Youth Advisory Boards and representatives of local and regional authorities from the northern Croatia, discussing possible directions in which amendments could/should go.

 

Among other things, participants stressed out the need to extend the term of the members of the youth advisory boards from two to three years, the need to define the age limit of candidates at the time of their nomination, advocated introduction of clause allowing them   receive compensation for performing advisory functions, the need to define the advisory role of youth advisory boards more precisely and clearly and the need to develop  supporting materials through which would help local and regional authorities in getting a clear picture on how to establish youth advisory boards in feasible way, and  in accordance with the law. Given the scope and the number of reported proposals for amendments to the certain parts of the existing Act, it is likely to expect the possibility of making a completely new Act on Youth Advisory Boards.
